Application for Authorization to Modify Safety Regulations in Conjunction with Reorganization of the Physical Protection Division at the Kashiwazaki-Kariwa Nuclear Power Station

We would like to once again sincerely apologize for the concern and suspicion that has been caused amongst regional residents, and society as a whole, by the series of incidents that occurred at the TEPCO Kashiwazaki-Kariwa Nuclear Power Station, such as the discovery of incomplete safety measure renovations; the unauthorized use of an ID card; and, the partial loss of function to physical protection equipment.
TEPCO has analyzed the root causes of the unauthorized use of an ID card and the partial loss of function to physical protection equipment that occurred at the aforementioned power station; and formulated plans to implement corrective measures. All of these actions have been reported to the Nuclear Regulation Authority.

In conjunction with revisions to the structure of the Physical Protection Division—which is being reorganized in order to strengthen physical protection and cyber security measures in accordance with the Kashiwazaki-Kariwa Nuclear Power Station's improvement action plan—it will be necessary to modify some of the departments noted in the safety regulations, so today, we submitted an application to receive authorization to modify the safety regulations to the Nuclear Regulation Authority.

- A Security Management Department directly supervised by the Site Superintendent shall be newly established to centralize security management at the power station, such as physical protection and cyber security.
- The Protection Management Group shall be divided into groups in charge of equipment management and security duties; and, these groups shall be removed from the Preparedness and Safety Department and put under the supervision of the Security Management Department.
TEPCO shall use this opportunity to remember our original intention of reflecting upon, and learning lessons from, the Fukushima Daiichi Nuclear Power Station Accident. We shall improve safety and work quality at the power station while steadily moving forward with improvement measures; and, cooperate fully with additional inspections so as to enable the power station to be reborn.
