Establishment of a Physical Protection Monitoring Office

On May 1 of this year, TEPCO will establish a Physical Protection Monitoring Office (PPMO). This new office will be under the direct supervision of the President and will be dedicated to monitoring physical protection independent of the Nuclear Power Division.
This step is being taken to prevent physical protection improvement measures from becoming transient and enable the President to be instrumental in the monitoring of TEPCO employee and contractor awareness and behavior pertaining to physical protection. It will also provide a mechanism for ascertaining field conditions and responding appropriately if signs of degradation are found.
The PPMO will conduct behavior observation of employees and contractors, monitor their behavior through questionnaires, and give regular reports to the President. At the same time, the President will be continually updated if signs of degradation in awareness and behavior pertaining to physical protection are detected, and the PPMO will be responsible for quickly implementing improvements. The PPMO will also continuously monitor the status of steps taken by the Physical Protection Division to take corrective action in accordance with instructions from the President, and manage the status of these corrective measures.
TEPCO will continue to sincerely and carefully cooperate with additional inspections performed by the Nuclear Regulatory Agency as we strive to further improve the safety and reliability of our power stations based on the lessons learned from the Fukushima Daiichi Nuclear Accident.
