Establishment of an Expert Nuclear Security Assessment Committee and Convening of Its Inaugural Meeting

We would like to once again sincerely apologize for the concern and suspicion that has been caused amongst regional residents, and society as a whole, by the series of incidents that occurred at the TEPCO Kashiwazaki-Kariwa Nuclear Power Station, such as the discovery of incomplete safety measure renovations; the unauthorized use of an ID card; and, the partial loss of function to physical protection equipment.
TEPCO has analyzed the root causes of the unauthorized use of an ID card and the partial loss of function to physical protection equipment that occurred at the aforementioned power station; and formulated plans to implement improvement measures. All of these actions have been reported to the Nuclear Regulation Authority.

According to this Improvement Action Report, third-party assessments shall be conducted in order to ensure that improvement actions are taken. It is for this reason that on December 7 we newly established an Expert Nuclear Security Assessment Committee that will assess TEPCO’s nuclear security-related initiatives from the perspective of external nuclear security experts. The aforementioned Committee shall assess the following issues:
•The status of improvement action plan initiatives
•The status of initiatives to cultivate nuclear security culture
•Physical protection measure performance
On December 23 of the inaugural meeting of the Expert Nuclear Security Assessment Committee will be held at the Kashiwazaki-Kariwa Nuclear Power Station.
TEPCO shall use this opportunity to remember our original intention of reflecting upon, and learning lessons from, the Fukushima Daiichi Nuclear Power Station Accident. As we improve safety and work quality at the power station, we shall reflect the indications and recommendations from the aforementioned Committee in drastic reforms so as to enable the power station to be reborn.
