Certificate of Completion Received for the Pre-Use Inspections of ALPS Treated Water Dilution/Discharge Facility and Related Facilities at the Fukushima Daiichi Nuclear Power Station

Considering the Basic Policy on handling of ALPS treated water at the Tokyo Electric Power Company Holdings' Fukushima Daiichi Nuclear Power Station decided by the Japanese government in April 2021, TEPCO has been reviewing the details of the design and operation of facilities for securing safety regarding the handling of ALPS treated water at the Fukushima Daiichi Nuclear Power Station. In December 2021, TEPCO submitted the "Application Documents for Approval to Amend the Implementation Plan for Fukushima Daiichi Nuclear Power Station Specified Nuclear Facility" to the Nuclear Regulation Authority, and in July 2022, it was approved by the Nuclear Regulation Authority.
Thereafter, in August 2022, TEPCO began construction on ALPS treated water dilution/discharge facility and related facilities. Today, July 7, TEPCO received a certificate of completion pertaining to pre-use inspections from the Nuclear Regulatory Agency.
A series of pre-use inspections had been underway since January 2023, starting with the facilities that had been installed, and it was confirmed that safety control measures of the facilities mentioned in the implementation plan are being conducted in precise manner.
In light of these inspection results, going forward, TEPCO will do its utmost to maintain and manage ALPS treated water dilution/discharge facility and related facilities while also proactively engaging in initiatives to improve the quality of safety in the field, such as implementing operation training and alarm-response training, etc., so as to operate these facilities with precision.
Additionally, we will thoroughly implement measures according to the government's basic policy, such as strengthening sea area monitoring, etc., while also thoroughly cooperating as needed with future actions by International Atomic Energy Agency (IAEA) mentioned in the Comprehensive Report on the safety review of ALPS treated water that the IAEA published on July 4. TEPCO will also sincerely address the eight requirements from Fukushima Prefecture.
In conjunction with these measures, TEPCO will fully engage with the interests and concerns of the local people and other parties concerned by continuing to explain our approach and our response, and further disseminate information based on scientific evidence, including information on reviews conducted based on the IAEA's international safety standards, in an easy-to-understand manner to people within and outside of Japan.
Furthermore, we will continue our countermeasures for industries that may be affected by adverse impacts on reputation with the intent of preventing additional adverse impacts on reputation.
As the party responsible for the Fukushima Daiichi Nuclear Accident, TEPCO will strive to restore trust—which is the foundation of our business—and fulfill our responsibility to "balance recovery with decommissioning" by ensuring the safety and quality of treated water countermeasures and decommissioning at the Fukushima Daiichi Nuclear Power Station, and steadily moving forward with each and every task.
