Release of Comprehensive Report
on the International Atomic Energy Agency’s
Safety Review of the ALPS Treated Water

July 4, 2023

Tokyo Electric Power Company Holdings, Inc.

On July 4, the International Atomic Energy Agency (IAEA) released the comprehensive report on its safety review* of the ALPS treated water at the Fukushima Daiichi Nuclear Power Station.

The safety review of the ALPS treated water has been conducted on three major components: “Assessment of Protection and Safety”, “Regulatory Activities and Processes” and “Independent Sampling, Data Corroboration and Analysis” in the light of IAEA international safety standards. The report published this time is the comprehensive report on all these components.

According to the press release from the Ministry of Economy, Trade and Industry, IAEA has concluded the discharge plan of the ALPS treated water into the sea on the executive summary of this comprehensive report as follows:
- The approach to the discharge of the ALPS treated water into the sea, and the associated activities by TEPCO, Nuclear Regulation Authority and the Government of Japan, are consistent with relevant international safety standards.
- The discharge of the ALPS treated water, as currently planned, will have a negligible radiological impact on people and the environment.

We will carefully examine the contents of this comprehensive report and reflect them in our efforts to ensure and improve the safety and quality of the discharge of the ALPS treated water.

We will continue to make absolutely sure that we guarantee safety when discharging the ALPS treated water into the sea by subjecting our initiatives to IAEA reviews that compare them to IAEA international safety standards, while providing information about the result of the review and monitoring to parties both in Japan and overseas in a highly transparent manner so as to deepen the understanding of international community.

  • *  The IAEA review was conducted by a task force comprised of experts from Argentina, Australia, Canada, China, France, Korea, Marshall Islands, Russia, United States, UK, and Vietnam, as well as IAEA employees.
