(Comment) The Government's "Tentative Measures" Regarding Handling of ALPS Treated Water

August 24, 2021

Tokyo Electric Power Company Holdings Inc.

We at TEPCO would like to sincerely apologize for the great inconvenience and burden that we have caused on the people of Fukushima, and society as a whole, as a result of the Fukushima Daiichi Nuclear Power Station Accident.
We are also currently implementing company-wide reforms regarding the string of inappropriate incidents that have caused concern about TEPCO's nuclear operations, and will continue to put all efforts in restoring trust.

The "Inter-Ministerial Council toward the steady Implementation of the Basic Policies on Handling of ALPS Treated Water (2nd session) was held today, and "tentative measures" were decided for the discharge of water treated with multi-nuclide removal equipment (hereinafter "ALPS treated water") at the Fukushima Daiichi Nuclear Power Station. In order to avoid adverse impacts on reputation, the Government measure was presented this time as a structural measure with continuous effectiveness which involved "a system for preventing adverse impacts on reputation" and "a system which defeats adverse impacts on reputation and allows businesses to continue and expand with peace of mind".

TEPCO will also implement the Government's "Basic Policy" and "Tentative Measures" established this time to not only strictly comply with all laws and regulations, such as nuclear safety regulations, while also thoroughly implementing measures to minimize the adverse impacts on reputation.
Furthermore, in light of the concern amongst society about the impacts that the discharge of treated water will have on the people, the environment, and the adverse impacts on reputation, TEPCO will continue to thoroughly engage in initiatives aimed at quickly conveying accurate information related to ALPS treated water to parties both domestic and abroad in a highly transparent manner as we strive to deepen understanding about this issue.
Also, initiatives for each level in the production, processing, distribution and consumption industries which could be affected by adverse impacts on reputational shall be strengthened and expanded, and if reputational damage occurs despite these countermeasures, compensation shall be provided rapidly and appropriately.

As the party responsible for the Fukushima Daiichi Nuclear Power Station Accident, TEPCO will strive to rebuild trust which is our business foundation, and in accordance with our fundamental principle of "balancing recovery with decommissioning," move steadily forward with the decommissioning of the Fukushima Daiichi Nuclear Power Station, contaminated water and treated water countermeasures, while prioritizing safety.
