For system reliability improvement, planned outage duration due to distribution network construction should be reduced. As stated above, if a switch-over of the distribution network grid can be realized by distribution system improvement, planned outage can be avoided. Moreover, TEPCO has adopted the "live line work method", "non-outage work method by by-passing switch and cable" and "temporary transformer for construction work method" for planned outage avoidance. By using these methods, we have achieved to reduce in the duration time of planned outage, and have therefore, improved our system reliabilities.
