Press Release (Apr 03, 2013)Progress Status of Fukushima Daini Nuclear Power Station Restoration Plan (Monthly Report: March 2013)

Based on the Restoration Plan (submitted on January 31, 2012, revised on May 31, October 16, November 21, 2012 and March 29, 2013) prepared in accordance with the Nuclear Operator Emergency Action Plan, Fukushima Daini Nuclear Power Station is now proceeding with restoration of facilities for maintaining cold shutdown of the station. We report the restoration progress status at the end of March 2013 as shown below.

1. Progress Status of the Restoration Plan
At Units 2, 3 and 4, the restoration of equipment/facilities necessary to maintain cold shutdown has been completed.
At Unit 1, the restoration of equipment/facilities necessary to maintain cold shutdown is ongoing. Though the restoration of the residual heat removal system cooling seawater system (B) has been completed, the liner coming off of its piping needs to be repaired. Due to the piping repair, the timing of restoration completion of Unit 1 has been changed from the second half of FY 2012 to the first half of FY 2013.

- % in the chart shows the progress rate of restoration work as per the Restoration Plan (Up to the permanent installation) as of the end of March 2013. % in parenthesis shows the progress rate of the previous monthly report. See Appendix 1 for details.
- At the internal inspection after the permanent installation, the equipments subject to the Restoration Plan will be tested (for each unit).

2. Major Progresses Based on the Restoration Plan (March 2013) [See Appendixes 1 and 2]

Permanent installation of the power panel (M/C 1HPCS) in Unit 1 Reactor Building Annex
The power panel (M/C 1HPCS) damaged by the Tsunami in Unit 1 Reactor Building Annex was permanently installed on March 1 after proper function was confirmed at function check.

Permanent installation of the emergency diesel generator (H) facilities in Unit 1 Reactor Building Annex
The emergency diesel generator (H) facilities damaged by the Tsunami in Unit 1 Reactor Building Annex were permanently installed on March 21 after proper function was confirmed at function check.

Permanent installation of the charger and battery of the DC power supply (H) in Unit 1 Reactor Building Annex
Unit 1 DC power supply (charger and battery) damaged by the Tsunami was permanently installed on March 14 after proper function was confirmed at function check.

Permanent installation of the electric motor of the residual heat removal system (A) in Unit 1 Reactor Building
Since Unit 1 power panel (M/C 1C) damaged by the Tsunami was permanently installed, power was supplied to the electric motor of Unit 1 residual heat removal system (A). As the electric motor was confirmed to operate properly as a result of trial operation, the permanent installation has been completed on March 15.

Permanent installation of the electric motors of the residual heat removal system cooling systems (B and D) in Unit 1 Seawater Heat Exchanger Building
Since Unit 1 power panel (P/C 1D-2) damaged by the Tsunami was permanently installed, the power supply to the electric motors of the residual heat removal system cooling systems (B and D) was switched from temporary power supply to the permanent power panel on March 1. As the electric motors were confirmed to operate properly after switching the power supply, the permanent installation has been completed.

Permanent installation of the electric motors of the residual heat removal system cooling seawater systems (B and D) in Unit 1 Seawater Heat Exchanger Building
Since Unit 1 power panel (P/C 1D-2) damaged by the Tsunami was permanently installed, the power supply to the electric motors of the residual heat removal system cooling seawater systems (B and D) was switched from temporary power supply to the permanent power panel on March 4. As the electric motors were confirmed to operate properly after switching the power supply, the permanent installation has been completed.

Permanent installation of the electric motor of the emergency diesel generator cooling system (B) in Unit 1 Seawater Heat Exchanger Building
Since Unit 1 power panel (P/C 1D-2) damaged by the Tsunami was permanently installed, the power supply to the electric motor of the emergency diesel generator cooling system (B) was switched from temporary power supply to the permanent power panel on March 1. As the electric motor was confirmed to operate properly after switching the power supply, the permanent installation has been completed.

Permanent installation of the electric motor of the high pressure reactor core spray system in Unit 1 Reactor Building
Since Unit 1 power panel (M/C 1HPCS) damaged by the Tsunami was permanently installed, power was supplied to the electric motor of Unit 1 high pressure reactor core spray system. As the electric motor was confirmed to operate properly as a result of trial operation, the permanent installation has been completed on March 25.

Permanent installation of the electric motor of the high pressure reactor core spray system component cooling system in Unit 1 Seawater Heat Exchanger Building
Since Unit 1 power panel (M/C 1HPCS) damaged by the Tsunami was permanently installed, power was supplied to the electric motor of Unit 1 high pressure reactor core spray system component cooling system. As the electric motor was confirmed to operate properly as a result of trial operation, the permanent installation has been completed on March 14.

Permanent installation of the electric motor of the high pressure reactor core spray system component cooling seawater system in Unit 1 Seawater Heat Exchanger Building
Since Unit 1 power panel (M/C 1HPCS) damaged by the Tsunami was permanently installed, power was supplied to the electric motor of Unit 1 high pressure reactor core spray system component cooling seawater system. As the electric motor was confirmed to operate properly as a result of trial operation, the permanent installation has been completed on March 18.

Permanent installation of the electric motors of the reactor component cooling systems (A and B) in Unit 1 Seawater Heat Exchanger Building
Since Unit 1 power panels (system A: P/C 1C-2, system B: P/C 1D-2) damaged by the Tsunami were permanently installed, the power supply to the electric motors of the reactor component cooling systems (A and B) was switched from temporary power supply to the permanent power panels on March 8. As the electric motors were confirmed to operate properly after switching the power supply, the permanent installation has been completed.

In accordance with the four points to consider* specified by the Nuclear Safety Commission when the cancellation of a nuclear emergency situation was declared, TEPCO is committed to continuously pursuing the measures for restoration from nuclear emergency and further reliability improvement. As for the consideration point 4, the systems subject to the measures were selected at the end of March 2012. We are currently in the process of assessing impact on the selected systems.

* Four points to consider specified by Nuclear Safety Commission
On December 26, 2011, the Nuclear Safety Commission submitted an opinion to the Prime Minster that the cancellation of a nuclear emergency situation of the TEPCO Fukushima Daini Nuclear Power Station is allowed to be declared, along with four points to consider for the issuance of the declaration. On January 11, 2012, the Nuclear and Industrial Safety Agency at the Ministry of Economy, Trade and Industry issued instructions to observe the consideration points when preparing and implementing the Restoration Plan for Fukushima Daini Nuclear Power Station.

1. Part of the facilities at the Fukushima Daini Nuclear Power Station is temporary installation, to which appropriate maintenance should be provided. The dependence rate of the temporary installation should be reduced according to a plan.
2. The safety facilities for part of the residual heat removal systems have not yet been recovered, to which appropriate management should be provided according to the situation until the restoration of these facilities. In preparing for natural disasters and other incidents, all possible measures should be taken to ensure safety.
3. Thorough safety management including the safety of workers should be implemented.
4. Based on the past pressure and temperature records before cold shutdown that showed abnormal values different from those during a regular period, impacts of these elements on the facilities should be considered.
