Based on the Restoration Plan (submitted on January 31, 2012, revised on May 31 and October 16, 2012) prepared in accordance with the Nuclear Operator Emergency Action Plan, Fukushima Daini Nuclear Power Station is now proceeding with restoration of facilities for maintaining cold shutdown of the station. We report the restoration progress status at the end of October 2012 as shown below.
1. Progress Status of the Restoration Plan
Following the restoration completion at Unit 4 on May 17, 2012, the restoration (permanent installation) of the equipments/facilities necessary to maintain cold shutdown and an internal voluntary inspection have been completed for Unit 3. On October 16, 2012, the updated restoration plan (second revision) including Unit 3 restoration completion was submitted to the government (Previously announced on October 16, 2012). The restoration work for Units 1 and 2 is proceeding steadily.

- At the internal inspection after the permanent installation, the equipments subject to the Restoration Plan will be tested (for each unit).
2. Major Progresses Based on the Restoration Plan (October 2012)
Carry-in completion of a power panel (M/C 1HPCS) in Unit 1 Reactor Building Annex
The power panel (M/C 1HPCS) damaged by the Tsunami in Unit 1 Reactor Building Annex was replaced with a newly manufactured power panel and has been carried into the building on October 24. The new power panel is to be installed at the site. [See Appendix 1 and 2]
Permanent installation of a power panel (P/C 1C-1) in Unit 1 Reactor Building Annex
The power panel (P/C 1C-1) damaged by the Tsunami in Unit 1 Reactor Building Annex has been permanently installed after a functional check completed on October 29. An internal voluntary inspection is to be performed. [See Appendix 1 and 2]
Installation of the control panel of the emergency diesel generator (A) in Unit 1 Reactor Building Annex
The control panel of the emergency diesel generator (A) damaged by the Tsunami in Unit 1 Reactor Building Annex was newly manufactured and has been installed on October 1. A functional check is to be performed. [See Appendix 1 and 2]
Carry-in completion of the emergency diesel generator (H) in Unit 1 Reactor Building Annex
The emergency diesel generator (H) damaged by the Tsunami in Unit 1 Reactor Building Annex was newly manufactured and has been carried into the building on October 18. The new generator is to be installed at the site. [See Appendix 1 and 2]
Permanent installation of the generator of the residual heat removal system (C system) in Unit 1 Reactor Building
Since the power panel (M/C 1C) was restored on September 27 and the power supply to the generator of the residual heat removal system (A system) has been secured, the power supply which had been provided to the residual heat removal system (A system) has been put back to the residual heat removal system (C system). As a result of a trial operation of the generator performed on October 22, no problem was found with its operation. An internal voluntary inspection is to be performed. [See Appendix 1 and 2]
Carry-in and Installation of a power panel (P/C 2D-2) in Unit 2 Seawater Heat Exchanger Building
The power panel (P/C 2D-2) damaged by the Tsunami in Unit 2 Seawater Heat Exchanger Building was newly manufactured and has been carried in and installed on October 29. A functional check is to be performed. [See Appendix 1 and 2]
Permanent installation of the high-pressure reactor core spray system component cooling seawater system in Unit 2 Seawater Heat Exchanger Building
The generator of the high-pressure reactor core spray system component cooling seawater system damaged by the Tsunami in Unit 2 Seawater Heat Exchanger Building was newly manufactured and has been carried in and installed on October 3. As a result of a trial operation completed on October 11, no problem was found with its operation. An internal voluntary inspection is to be performed. [See Appendix 1 and 2]
Permanent installation of Unit 3 reactor coolant purification system purge line (A system, B system)
As for Unit 3 reactor coolant purification system purge line (A system, B system), the temporary hose was replaced with the permanent pipe on October 11. As a result of a water passing test, no problem was found with its operation. [See Appendix 1 and 2]
3. Moving the Fuel at Unit 4
From the perspective of simplified equipment maintenance
*, the fuel loaded in the reactor is moved to the spent fuel pool after a soundness inspection of the equipments necessary for opening the reactor and removing the fuel is completed.
At Unit 4, all the fuel assemblies loaded in the reactor (764) were moved to the spent fuel pool during the period from October 1 to October 24, 2012. Preparation for an inspection of the inside of the reactor (planned to start in late November 2012) will be done. (Previously announced on October 25, 2012)

Storing all the fuel in the spent fuel pool further enhances safety control.
In accordance with the four points to consider
*1 specified by the Nuclear Safety Commission when the cancellation of a nuclear emergency situation was declared, TEPCO is committed to continuously pursuing the measures for restoration from nuclear emergency and further reliability improvement. As for the consideration point 4, the systems subject to the measures were selected at the end of March 2012. We are currently in the process of assessing impact on the selected systems.

Flow of Moving the Fuel at Unit 4 (Results) (PDF 141KB)
*1 Four points to consider specified by Nuclear Safety Commission
On December 26, 2011, the Nuclear Safety Commission submitted an opinion to the Prime Minster that the cancellation of a nuclear emergency situation of the TEPCO Fukushima Daini Nuclear Power Station is allowed to be declared, along with four points to consider for the issuance of the declaration. On January 11, 2012, the Nuclear and Industrial Safety Agency at the Ministry of Economy, Trade and Industry issued instructions to observe the consideration points when preparing and implementing the Restoration Plan for Fukushima Daini Nuclear Power Station.
1. Part of the facilities at the Fukushima Daini Nuclear Power Station is temporary installation, to which appropriate maintenance should be provided. The dependence rate of the temporary installation should be reduced according to a plan.
2. The safety facilities for part of the residual heat removal systems have not yet been recovered, to which appropriate management should be provided according to the situation until the restoration of these facilities. In preparing for natural disasters and other incidents, all possible measures should be taken to ensure safety.
3. Thorough safety management including the safety of workers should be implemented.
4. Based on the past pressure and temperature records before cold shutdown that showed abnormal values different from those during a regular period, impacts of these elements on the facilities should be considered.
