Press Release (Nov 10, 2014)Submission of the Environmental Scoping Document for Reconstruction of Fukushima: Demonstration Planning for Large Scale Coal Based Integrated Gasification Combined Cycle for Fukushima Revitalization.

With regard to the construction and operation project of IGCC with a 500 mW class that is incorporated in the new comprehensive business plan approved on January 15, 2014, we have today submitted to the Minister of Economy, Trade and Industry the "Environmental Scoping Document*1 for Reconstruction of Fukushima: Demonstration plan for large scale coal based integrated gasification combined cycle" ("Environmental Scoping Document") that summarizes environmental items to be considered, independently for Hirono area, and in collaboration with Joban Joint Power Co., Ltd. for Nakoso area. In addition to the above, we have also submitted the said document to the Governor of Fukushima prefecture, and the Mayor of Hirono town as well as the Mayor of Naraha town for Hirono area; and the Mayor of Iwaki city for Nakoso area.

This scoping document will be made available for public inspection throughout the relevant administrative agencies in accordance with the Environmental Impact Assessment Law. At the same time, the document will also be publicized on our website. Following these publications, we will hold the guidance on items to be stated in the scoping document based on the said law.

As already mentioned in the business plan, the reconstruction of Fukushima is a top priority for us to address, and we are aiming to position Fukushima prefecture as a base for clean coal technologies to lead the world in this domain, while supporting the economic revitalization*2 of the Hama-dori region through the project. TEPCO will make the utmost efforts and steadfastly proceed with the plan towards the realization of this project, with the cooperation and support of the government, Fukushima prefecture, and municipalities.

*1: A process required based on the Environmental Impact Assessment Law for introducing a large scale coal based integrated gasification combined cycle ("IGCC") on the premises of the Hirono Thermal Power Station of TEPCO and in the neighboring area of Nakoso Power Station of the Joban Joint Power Co., Ltd. This is the second phase of a total of four.
*2: At peak time of construction, employment on the scale of 2,000 persons/day may be created, with an expected a knock-on effect on the economy of Fukushima prefecture of 80 billion yen per equipment for a few decades from the start of the environmental assessment to commercial operation.
