Press Release (Feb 26, 2014)Application for approval of the Photovoltaic Power Promotion Surcharge for FY2014

Today, we have submitted a request for approval of additional supply conditions not stipulated by the current Terms of Electricity Supply to the Minister of Economy, Trade and Industry in order to apply the "photovoltaic power promotion surcharge (hereafter the "solar surcharge")" to the electricity bills of our customers starting from April 2014, in accordance with the "Surplus electricity buyback program for the photovoltaic power generation*".

*The "Surplus electricity buyback program for the photovoltaic power generation" started on November 1, 2009 in accordance with the "Act on promoting the use of non fossil energy resources and the effective use of fossil energy resources by energy supply utilities" and other related laws . The program has been replaced by the "Fixed price purchasing scheme for renewable energy" based on the "Act on Special Measures Concerning Procurement of Renewable Electric Energy by Operators of Electric Utilities" in July 2012.

The expenses for purchasing the photovoltaic power based on this program are to be borne by all the customers using electricity including HV and EHV customers as the "solar surcharge" that will be charged as a part of the electricity charge of each month depending on the amount of consumed electricity.

The "Photovoltaic Power Promotion Surcharge Unit Price for FY2014" (from April to September, 2014) that we have applied for the approval today will be described as follows. In addition, in line with the completion of the transition to the "Fixed price purchasing scheme for renewable energy", the application of the solar surcharge will be terminated with the electricity bills for April to September, 2014.

* The same is applied to HV and EHV customers.
* Consumption tax rate will be raised to 8% from 5% as of April 1, 2014. For those who will keep the contract continuously after March 31, 2014, in principle, the consumption tax applied to the electricity charge for April will be 5%. In addition, the photovoltaic power promotion surcharge unit price for FY2014 will be 0.05 yen despite of the consumption tax rate.

With regard to the transportation service provisions, we have also applied for a special approval of the application of the solar surcharge to be effective after April 2014 to the Minister of Economy, Trade and Industry.
