We deeply apologize to the people of Fukushima and broader society for the tremendous amount of inconvenience and anxiety caused by the accident at Fukushima Daiichi and Daini Nuclear Power Stations (hereinafter referred to as "the accident").
We would like to announce the treatment for the cases that individuals and private business owners (including agricultural and forestry workers, the same shall apply hereinafter) who had operated within the former emergency evacuation preparation zones, the former indoor evacuation zones, and a part of areas in Minami Soma City*1 (hereinafter referred to as "the former emergency evacuation preparation zones") at the time of the accident, resumed their operations at their former establishments and their incomes are reduced because of harmful rumors after the compensation period*2 for operating loss due to evacuation as shown below.
1. Operating loss of individuals and private business owners who resumed their operation
(1) Eligible individuals and private business owners
Individuals and private business owners who had operated within the former emergency evacuation preparation zones at the time of the accident, and resumed their operations*4 at the former establishments where they had operated the same business*3.
(2) Loss subject to the payment
Loss shown below with which a legally sufficient cause in relation with the accident is recognized after the compensation period for operating loss due to evacuation
i.Lost earnings
ii.Inspection cost and other additional costs which are actually forced to pay
(3) Period subject to the payment
A period in which the loss that a legally sufficient cause in relation with the accident is recognized after the compensation period for operating loss due to evacuation.
2. Operating loss of individuals and private business owners who continues to suspend their operations
(1) Eligible individuals and private business owners
Individuals and private business owners who had operated within the former emergency evacuation preparation zones at the time of the accident, are forced to continue to suspend their operations*5 after the compensation period for operating loss due to evacuation, and meet all of the conditions shown below.
i.The cases that individuals and private business owners cannot resume their operations at their former establishments where they had operated at the time of the accident, due to circumstances beyond their control such as supply of the products or characteristics of the customers.
ii.The cases that individuals and private business owners cannot resume their business they had operated at the time of the accident by relocating to other places, due to special circumstances such as legal regulations, licensing, or businesses in close relation with specific locations, or those cases that individuals cannot resume their operations by relocating to other places due to their higher ages.
(2) Loss subject to the payment
Loss shown below for operations which are forced to continuously be suspended after the compensation period for operating loss due to evacuation
i.Lost earnings
ii.Inspection cost and other additional costs which are actually forced to pay
(3) Period subject to the payment
A period until the circumstances shown in above (1) are resolved within the period after the compensation period for operating loss due to evacuation until February 2015*6.
3. Application method for the compensation
Application for the compensation will be started at the times specified for each zone where the business was operated as shown below. The applications can be submitted for losses confirmed in a unit of month during a period of three to twelve months.
Information about the submission method of the application forms will be announced separately when those forms are ready.
4. Treatment for loss due to bankruptcy or closure of business
For individuals and private business owners who had operated within the former emergency evacuation preparation zones at the time of the accident, and filed a petition in bankruptcy (those who went bankrupt) or were forced to close or sell their business (those who closed business) during the compensation period for operating loss, in principle, loss related to reduced values of depreciable properties*7 accompanied with the bankruptcy or closure of business and additional cost for administrative procedures such as registration, will be compensated in addition to the operating loss due to evacuation for the cases that a legally sufficient cause in relation with the accident is confirmed. Applicable individuals and private business owners are requested to contact the Fukushima Nuclear Compensation Office (Call Center) shown at the end of this announcement.
5. Others
For individuals and private business owners who had operated within the Evacuation Zones*8, the compensation period for operating loss due to evacuation will be ended in February 2015. However, the treatment for losses incurred in the cases that they resume their operations at their former establishments where they had operated their business at the time of the accident, will be announced separately.
*1 A part of areas in Minami Soma City: Areas defined to be treated as the "zones the relevant municipality requested the residents for temporary evacuation" in the "Interim Guidelines for the Scope of Nuclear Damages due to the Accident at Fukushima Daiichi and Daini Power Stations."
*2 Compensation period: For Individuals and private business owners other than agricultural and forestry workers, in the former emergency evacuation preparation zone, the compensation period is until December 31, 2013, and in former indoor evacuation zones and a part of areas in Minami Soma City, the period is until May 31, 2013. For agricultural and forestry workers in either zone, the period is until December 31, 2013 (as announced on July 24, 2012).
*3 The former establishments where they had operated the same business: The establishments where you had operated at the time of the accident, in principle. However, in the cases that individuals and private business owners cannot resume their operations due to circumstances beyond their control, the establishments set up in other places in the municipalities where the former establishments had been located are also included.
*4 Resumed their operations: The cases that Individuals and private business owners who resumed or continue the same business as at the time of the accident. However, for individuals and private business owners who cannot resume or continue the same business as at the time of the accident due to circumstances beyond their control such as degradation of the business environment, the cases that they changed their business to avoid or alleviate the loss are also included.
*5 Continue to suspend operation: The circumstances that force to continue to suspend your operations are checked every time at your application for compensation.
*6 February 2015: The period subject to the payment will be ended in February 2015, the same as the compensation period for operating loss due to evacuation within the evacuation zones.
*7 Loss related to reduced values of depreciable properties: The amount after deducting the depreciation cost or sales revenue of depreciable properties during the compensation period will be compensated as a loss due to bankruptcy or closure of business.
*8 The Evacuation Zones: Areas defined to be treated as the "evacuation zones" in the "Second Supplement to the Interim Guidelines for the Scope of Nuclear Damages due to the Accident at Fukushima Daiichi and Daini Power Stations."
