We deeply apologize to the people of Fukushima and broader society for the tremendous amount of inconvenience and anxiety caused by the accident at Fukushima Daiichi and Daini Nuclear Power Stations (hereinafter referred to as "the accident").

The outline of compensation for the valuables owned by individuals, private business owners (including agricultural, forestry and fishery workers), and small/ medium-sized business entities has already been announced by the press release entitled "Compensation According to the Redefined Evacuation Zone (Within the Evacuation Zone)" on July 24, 2012. Today we would like to announce the start of application procedure concerning compensation for household goods owned by individuals which has been prepared.

1.Eligible individuals
Individuals who lived within the evacuation zone*1 at the time of the accident, or those who lived outside of the evacuation zone but owned or leased a house inside of the evacuation zone (hereinafter referred to as "individuals who lived outside the evacuation zone").
Individuals who lived within the evacuation zone are requested to apply in a unit of family*2.

2.Damages subject to the payment (See "Attachment 1")
For household goods owned in the house within the evacuation zone at the time of the accident, the amount equivalent to the market price for the household goods which could not been brought out and consequently whose values were lost, and the cost for restoring to the status quo of the household goods lost due to out-of-control during the evacuation, will be compensated.

3.Compensation amount
The compensation this time applies the "fixed compensation" as shown below to help application for compensation within a reasonable range without a demonstration by submitting the evidence of individual damages. For the cases where the total sum amount of actual damages caused to individual household goods exceeds the compensation amount calculated by the "fixed compensation," the exceeded amount will be compensated as the "individual compensation." Detail application method for the "individual compensation" will be announced separately.

(1)Fixed compensation for applicants who lived within the evacuation zone
a.Compensation for general household goods
For household goods which are supposed to be generally owned by many applicants, the amounts are set as shown below and compensated according to the number of people in the family and the family structure.

Compensation for general household goods
* For applicants who lived in the evacuation zone or planned evacuation zone (a zone for which review of the evacuation zone has not been completed), the same amount for applicants in the zone with restricted entry or zone in preparation for having the evacuation order lifted. If the zone is designated as the zone where residents cannot return for a long time, the difference will be compensated.

b.Compensation for expensive household goods
For the cases where household goods which were purchased for 300,000 yen or more per one piece and lost due to out-of-control during the evacuation, the fixed amount of 200,000 yen will be compensated per household in addition to above 3. (1) a, as the cost for repair and cleaning.

(2)Fixed compensation for applicants who lived outside the evacuation zone
For the household goods owned for the purpose of the applicant's own use in the owned or leased house within the evacuation zone at the time of the accident, and the household goods were lost value due to out-of-control during the evacuation, from the perspective of making the application easier, the fixed amount of 100,000 yen will be compensated per owner person, as the cost for repair and cleaning.

4.Other treatments
(1)Treatment of household goods in houses damaged by the earthquake and Tsunami (See "Attachment 2")
In those cases where the house in which the household goods were placed was collapsed by the earthquake or carried away by the Tsunami, 20% of the compensation amount of general household goods calculated according to the number of people in the family and the family structure within the evacuation zone will be compensated. For the cases where the damage of houses by the earthquake or Tsunami was a total loss, half loss or partial loss, the full amount (100%) will be paid without deducting the compensation amount.

(2)Treatment of pets
Pets which were left or died due to the forced evacuation life will be compensated by the above 3. (1) a., in principle. For the cases where the purchase amount was 300,000 or more, the full purchase amount will be compensated when the "individual compensation" is paid. For pets such as dogs and cats, the mental damage caused by separation or death may be considered. For pets of applicants who owned houses within the former emergency evacuation preparation zone at the time of the accident, the treatment of above 4. (2) will be applied.

5.Delivery and acceptance of application documents
The application documents for household goods will be delivered sequentially and accepted from today (March 29, 2013) to the representatives of family who lived within the evacuation zone at the time of accident, and also have applied for compensation by TEPCO.
Those who are eligible for the compensation and lived outside the evacuation zone, or those who have not applied for compensation by TEPCO, or those who have changed their address, are requested to contact the "Dedicated dial for consultation concerning compensation of housing lands, buildings and household goods at Fukushima Nuclear Compensation Office (0120-926-596)" shown at the end of this web page.

*1 Zone defined as the "evacuation zone" in the "Second Supplement to the Interim Guidelines for the Scope of Nuclear Damages due to the Accident at Fukushima Daiichi and Daini Power Stations" developed by the Committee for Adjustment of Compensation for Nuclear Damages, in the Ministry of Education, Culture, Sports, Science and Technology on March 16, 2012.
*2 Those who lived together in the same living space and livelihood, and shared the assets necessary for their lives, or bachelors who lived independently at the time of the accident. For the cases where multiple families lived separately in different living spaces (those who have installed independent kitchens [facilities for cooking] and each household zone was separated by a wall or door), each family or bachelor will be compensated as a household.
