We sincerely apologize to residents around the power stations and the
general public for the tremendous inconvenience and anxiety that has
arisen on account of the accident at Fukushima Daiichi Nuclear Power
Station and Fukushima Daini Nuclear Power Station (the "Accident").
We, in accordance with "the interim guidelines governing nuclear disaster
compensation due to the accident at Fukushima Daiichi and Daini Power
Stations" (the "Interim Guideline") decided by Dispute Reconciliation
Committee for Nuclear Damage Compensation on August 5 under the framework
for Nuclear Damage Compensation including Bill for Nuclear Damage
Compensation Facilitation Corporation enacted on August 3, will process
permanent compensation for damages determined as follows:
1. Outline of this Permanent Compensation (please refer to Appendix 1)
(1) Application - determination of the amount for compensation
(a) We would like people affected to fill the application form that we
send out and claim the amount of damages.
As for people who would like to claim for the first time and who
would like to change the postal address, we would appreciate it if
you could contact "Fukushima Nuclear Compensation Consultation Room
(Call Center)" set out at the end of this announcement.
(b) We will review each item claimed, calculate the amount of
compensation, agree on the amount with the people affected and pay
the entire amount as soon as possible. If there are items claimed
but not yet agreed upon, we can pay the compensation amount for
agreed items first.
(2) Terms for compensation
As the Accident is not yet settled, it is impractical to set the last
date for damages for many compensation matters. As such, we would like
people affected to claim the first compensation for damages determined
from the date of the Accident (March 11, this year) to the end of
August this year. Thereafter, we would like people affected to claim
and we will pay on a quarterly basis.
(3) Schedule
As for personal damages, we are targeting to begin sending out and
receiving the application form from September 12 this year and to
commence payment in early October this year.
As for enterprises and sole proprietors, as we are still in the
process of preparing the application form and the brochure for
compensation for various kinds of businesses, we are targeting to
begin sending out within September this year. We will announce again
once fixed.
2. Standard for compensation (please refer to Appendix 2)
In order to conduct impartial and expeditious compensation, we set out the
standard for compensation for each item indicated by the interim guideline.
The salient points of the standard for compensation are as follows:
(a) As for compensation for actual expenses such as accommodation, in
principle, we will check necessary documents such as receipts and
pay the actual costs. As to claim beyond a certain amount, we may
need to check the specific circumstances and discuss the amount for
compensation.
(b) In terms of matters where it would be impractical to ascertain the
amount of damage or present the invoice such as non-economic damage
and fuel expenses for a personal car, we will pay the amount of
compensation determined by our company after confirming that the
damage occurred.
(c) As for damage caused by other factors such as earthquake or tsunami
are not covered by this compensation. As such, we may need to check
that damage by other factors are not commingled.
As for matters we are not indicating the standard this time, we will
continuously consider taking account of the status of settlement of the
Accident and announce later.

· "Loss or diminishment in property value" in "item 3: damages pertaining
to instruction for evacuation by the government etc"
· "Property damage etc. to local public institutions etc." in "item 10:
others"
As for the other matters not indicated in the Interim Guideline, per Act
on Compensation for Nuclear Damages, we will discuss compensation for
damages with recognizable causal relationship with the Accident in light
of the Interim Guideline and our compensation standard.
3. Treatment of provisional compensation
We are paying various kinds of provisional compensation. As for personal
provisional compensation, September 11 is the last day for receipt of
application.
From September 12, we will pay by permanent compensation. In terms of
provisional compensation, we will set off the amount at the time of
payment of permanent compensation.
As for the treatment of provisional compensation for enterprises and sole
proprietors, we will announce later.
4. The organizational structure for this permanent compensation (please
refer to Appendix 3)
We are conducting the compensation and consultation work mainly by TEPCO
employees (700 persons) with the total headcount of 1,200. From October
this year, we will bolster the organizational structure and will conduct
the compensation and consultation work with 6,500 persons out of which
3,000 persons are TEPCO employees.
On September 12 this year, we will establish "Compensation Operation
Center" in charge of administration of receipt and confirmation of
application and payment in Fukushima Nuclear Compensation Consultation
Room, Head Office. On October 1 this year, in order to handle the
compensation work for each prefecture other than Fukushima Prefecture in
Tohoku region, we will establish "Tohoku Compensation Consultation Center"
in Sendai City, Miyagi Prefecture.
