Request for Proposals for Specifications of Smart Meter with Transformer



The Nuclear Damage Liability Facilitation Fund and Tokyo Electric Power Co. (Tepco) have decided to request proposals for specifications of smart meters with transformer from companies, etc., both at home and abroad, as part of procurement reform aiming at full-fledged introduction of smart meters with transformer, following request for proposals concerning specifications of smart meters which was made on March 2012.

1. Objective
  • The Nuclear Damage Liability Facilitation Fund and Tepco put into practice the "New Comprehensive Special Business Plan" (January 15, 2014, approved by the competent minister) made public on December 27, 2013, and aim at "introducing 27 million units of smart meters to the entire area of Tokyo Electric Power Co. by 2020, moving up three years the original schedule for installing smart meters".
  • The "smart meter with transformer" in question this time is the one to meet a relatively large-scale demand for receiving low-voltage power (demand scale exceeding about 24 kVA). About 110,000 units have installed within the jurisdiction of Tepco and the scale of procurement will be about 20,000 units a year.
  • In procuring smart meters with transformer, opinions about the present specifications of the meter part of the smart meter with transformer will be collected from the public so as to optimize the specifications by reflecting opinions both at home and abroad. (*RFC: Request for Comment). After that, optimized specifications will be disclosed and put out to tender.
  • The specifications shall be based on a possibility of technological expansion toward information collaboration with HEMS (Home Energy Management System) by reflecting on the specifications the result of study by the "Smart House Standardization Study Meeting" of the Smart Community Alliance (concluded February 24, 2012).
  • Opinions to be collected will only be about the meter part and those about the current transformer (CT) will be excluded.

2. Overview
  • The Nuclear Damage Liability Facilitation Fund and Tepco will jointly request for opinions about and proposals for the specifications of a smart meter with transformer.
  • Tepco will screen and decide employment of opinions proposed through consultation with the Nuclear Damage Liability Facilitation Fund from the viewpoints of reasonableness of specifications by reviewing performances and functions and from the economy.
  • The specifications shall be applied to smart meters Tepco plans to purchase in 2015 and onward.


3. Details of invitation and application method

  Opinions to be collected
  • Tepco seeks a wide range of opinions about the specifications of a smart meter with transformer it is considering which can contribute to reduction of the cost and improvements of the quality and functions of the smart meter.

  Application method
  • Those who wish to propose specifications are requested to complete the application procedure as follows by the specified:

  Applicants
  • Suppliers willing to participate in production of the smart meter with transformer and responsibly continue the project
  • Electric utilities that plan to use this smart meter with transformer

  Application period
  • July 18 (Friday) through 29 (Tuesday), 2014
    To : Friday July 25, 2014
  • *Application document should be postmarked on July 29 (Tuesday), 2014 (if it is mailed in Japan).

  Application method
  • Application documents should be sent by mail. It may be temporarily received by e-mail if it takes for the mail several days to reach (about 1 week) and the documents later received by mail will be officially received.
  • When sending the application documents by mail, be sure to indicate "Application document" on the envelope.

4. Future schedule
  • It is planned to invite competitive bids for disclosure of preliminary specifications, request for proposals, screening and employment of opinions, determination of specifications, and purchase contract, according to the following schedule:
  • An orientation meeting will not be held as a part of the process of requesting for proposals. Detailed procedures will be shown when the preliminary specifications are disclosed, and questions will be individually answered.
      •Confirmation of participation (corporate information confirmation) : July 29, 2014
      •Disclosure of preliminary specifications: July 30, 2014
      •Proposal requesting period: July 30 to August 13, 2014
      •Deadline for opinions: August 13, 2014
      •Determination of specifications: About end of August, 2014
      •Bidding: End of February 2015 (for product to be delivered in July 2015 and onward)
