Start of inviting proposals for the specification of smart meters
Nuclear Damage Liability Facilitation Fund (The Corporation) and Tokyo Electric Power Company (TEPCO) are discussing the most appropriate approach to curb peak demand by using smart meters, and as part of an innovative procurement for full-scale installation of smart meters, we are planning to widely invite proposals for the specification of smart meters from domestic and foreign suppliers.
As part of a process of inviting proposals for the specification of smart meters, we will hold a "briefing session for inviting proposals for the specification of smart meters (the part of metering)".

1. Purpose
- In accordance with the "Action plan to promote reform"(announced on Dec. 9, 2011), The Corporation and TEPCO are discussing the most appropriate approach to curb peak demand by using smart meters, and as part of an innovative procurement for full-scale installation of smart meters, we are planning to widely invite proposals for the specification of smart meters from domestic and foreign suppliers.
- For the each part of metering and communications of smart meters, we will welcome comments regarding the current specification to reflect domestic and international views and to optimize the specification (RFC: Request For Comment). In relation to the part of metering, we will disclose the optimized specification to call for a bid. For the part of communications, we will define new basic specification describing the requirements for communication functions, before entering into an ordering process.
- By reflecting the results of the meeting of the "Smart House Standardization Study Group" in the Japan Smart Community Alliance (summarized on Feb. 24, 2012) to the specification, we will define the specification to maximize the potential of technological scalability for promoting information interoperability with HEMS (Home Energy Management System).
- As part of a process of inviting proposals for the specification of smart meters, we will hold a "briefing session for inviting proposals for the specification of smart meters (the part of metering)".If you are interested in attending the briefing session, please see the following and appendices, and apply for the session before closing date.
- With regard to the part of communications, we will post the current basic specification on our website around the middle of March to gather comments.
* We will receive comprehensive comments or proposals related to both part of metering and communication, in the both process above mentioned, and will discuss the optimization of the specification.
2. Outline
- The Corporation and TEPCO will jointly seek your comments and proposals for the specification of smart meters that can contribute to peak demand curbing.
- Based on comments submitted, TEPCO will decide on acceptance or rejection of your applications in terms of economy and specification optimization (performance and functions) with the Corporation.
- This application is intended for the purchase planned for FY2013 to FY2015, and FY2014 to FY2016, by TEPCO.
3. Application details/How to apply for the briefing session (Appendix 1)
Comments to be sought
- With regard to the specification of smart meters under study by TEPCO, TEPCO and the Corporation are seeking a wide range of comments that can contribute to the cost reduction and improvement of quality and functions.
Briefing session date and time
- Prior to receiving your comments, we will hold a briefing session as follows.

Application due date for the briefing session
- Feb. 28 (Tue.) to Mar. 7 (Wed.), 2012
* The application must be postmarked on or before Mar. 7 (Wed.), 2012 (if sent by post in Japan).
Eligible attendees at the briefing session
- We require attendees to be a supplier that can take part in manufacturing smart meters and stay in business actively on its own responsibility.
How to apply for the briefing session
- Application documents for attending the briefing session must be sent by post. Only when sending by post takes many days (around one week), those sent by E-mail can be temporarily accepted, and then written documents will be accepted separately as original.
- Please make sure to write "Application documents enclosed" on an envelope when you send application documents by post.
Necessary documents
In order to apply for the briefing session, the following documents are needed to be submitted.
- Application form (Appendix 2)
- Your company's latest brochure, securities report and financial statements (or any equivalent documents such as annual report)
- Agreement (Appendix 3)

4. Future schedule
The following shows the schedule of participant confirmation, briefing session for the specification, adoption of proposals, determination of the specification, technical review and competitive bidding for entering into purchase agreement, after closing the application for the briefing session.
- Confirmation of attending the briefing session for the specification (Confirmation of company information): Feb. 28 to Mar. 7, 2012
- Briefing session for the specification (Disclosure of current specifications) : Mar. 12, 2012
- Closing of submitting comments : Apr. 13, 2012
- Determination of the specification : Early Jun., 2012
- Bidding : Late Oct., 2012 (for delivery from late in 2013)
