Guidelines for Application RFP Relating next generation monitoring and control system development
TEPCO Power Grid Company(PGC) announced the guidelines for application officially today, starting with "RFP: Request for Proposal relating next generation monitoring and control system development".
After the inauguration of the PGC, The compatibility of reduction in wheeling cost and the stable supply of the electric power, and the network usage enhancement, moreover, the expansion of business territory to foreign countries are included in its business plan. And now monitoring and control system need to correspond with those situation change also.
For the existing monitoring and control system (called as "2-layers control system", because it has 2 layers monitoring and controlling system, regional transmission and distribution) to apply to regional transmission and distribution, TEPCO plans to adopt "next generation system" as measures for business and organization innovation (standardization of system, operation efficiency, Base centralization), As TEPCO introduced as a match case of PGC in "productivity doubling committee rationalization report" announced on December 17, 2014.
By introducing "Next generation monitoring and control system", which is subsequent system of "2-layers control system", TEPCO makes efforts to have "Cost Reduction", "International Standardization" and "Secure Operation Quality", then also establish "extensibility" for operation efficiency and rationalization in the future, That is our urgent business to contribute to a mission of the Power Grid Company.
This RFP is aimed for the choice of system integrator carrying out system development and initial deployment. PGC deliberate and decide system integrator to be adopted by the angle of the technological aspects and the cost based on "Next generation monitoring and control system development" proposal to be submitted.

1. Contents of RFP
- All system/communication devices (include H/W, S/W) which constitute current "2-layerd Control System" except remote monitoring control devices (TC) that are installed in the substation.
2. Period of application for participation
- Tuesday, Apr 28,2015 - Wednesday, May 13,2015
3. Eligibility
- Participant must have the ability for total system suggestion & build system of the Next generation monitoring and control system as system integrator.
- The company which meets the participation eligibility listed in "Guidelines for Application RFP Relating next generation monitoring and control system development"
