Comments on the "Summary report of the director-general level conference concerning the Bids on Thermal Power Generation Facilities of TEPCO"

The Ministry of Economy, Trade and Industry and the Ministry of the Environment today released the "Summary report of the director-general level conference concerning the Bids on TEPCO's Thermal Power Generation Facilities" (hereafter, the "Report").

We consider it a significant achievement that the government has drawn a conclusion from the crucial issues in the field of the Bids for global warming countermeasures, CO2 management in legal environmental impact assessment procedures and compiled a list of the latest generation technologies, depending on the commercial or developing conditions according to the unit capacity and the type of fuels. It is expected that the entrants for our bids on thermal power generation facilities are able to foresee the procedures of the environmental impact assessments.

We will make the following necessary effort in reference to the Report as a bid conductor;

- We request that these facilities meet the standard specifications which are as good as or better than the "(A) Latest generation technology used in the current operating commercial plants which have no economic/ reliability difficulties" in the BAT (Best Available Technologies) reference list of the Report in terms of the currently accepted applications,

- We will participate in the future CO2 mitigation framework for the power sector without delay as indicated in the Report which is a voluntary-based program developed by the power sector and can contribute to the government's CO2 emissions reduction,

- We will take appropriate actions towards environmental protection for the net increase of which CO2 emissions from the applied power facilities exceeds the current conventional type of LNG thermal generation, provided that domestic conditions and international negotiations progress in terms of taking advantage of sufficient amounts of JCM (Joint Crediting Mechanism)/ BOCM (Bilateral Offset Crediting Mechanism) and CDM, unless the future framework is established and we participate in it.
