Comment in Response to Articles in the Newspapers (Morning Edition on February 28, 2013)

On February 28, 2013, several newspapers in their morning editions have reported, that we are considering the termination of power supply to those customers who have refused to pay their electricity bills based on the revised electricity rates.

During the discussions of the electricity rate raise with our customers in the deregulated sector, we have put forth our best and most honest efforts to explain the necessity of the raise. In order to accomplish this objective with courtesy and compassion, we have made many requests for cooperation through letters, phone calls and direct visits to gain their understanding and agreement.

In addition, considering that we have gained agreement from more than 99% of customers with expired contracts and our customers in the regulated sector have been paying electricity bills based on the new electricity rates, it will be difficult to continue supplying power to customers without valid contracts over a long period of time and thus the termination of power supply may be inevitable under such circumstances.

We will not immediately terminate power supply and will continue our efforts to respond to our customers in a respectful manner.
