We have been considering implementation measures based on the accident investigation reports submitted by the investigative panels appointed by the parliament and the government under the new management system. For the purpose of promoting management and safety culture reforms in line with the following basic stance and policy, effective from today, the "Nuclear Reform Monitoring Committee" and the "Investigation/Verification Project Team" have been established to serve as the advisory bodies to the board of directors, along with the "Nuclear Reform Special Task Force" to be led by our president.

[Basic stance]
- Motivated by deep remorse for the accident that occurred at Fukushima Daiichi Nuclear Power Station, we are determined to abandon our previously held overconfidence in our current safety culture and measures and begin the implementation of management reforms.
- We are determined to prevent the reoccurrence of another disastrous accident. To this end, present safety policies will be reformed from the ground up while taking into consideration domestic and overseas expert opinions.

[Basic Policy]
- The new organizations will be monitored and led by external experts.
Domestic and overseas expert knowledge will be fully utilized.
- We will do our best in fulfilling all of our responsibilities in accordance with the accident investigation reports and expert opinions received.
- We will promptly and powerfully advance Nuclear Reform aiming to establish the world's best safety and technology standards.
Under the supervision of the board of directors, the president himself will lead the motivated and reform-minded mid-career and younger employees.
- As the main party responsible for the tragic accident, the lessons learned from the accident at Fukushima Daiichi Nuclear Power Station will be shared with concerned parties around the world. We will not hesitate to utilize expert wisdom from around the world to achieve reactor decommissioning, decontamination and safe waste treatment, as well as archiving the findings for future use.

Effective today, the following organizations were established.

1. The "Nuclear Reform Monitoring Committee"
This committee, comprised of domestic and overseas experts, was established as an advisory body to the board of directors for the purpose of strictly monitoring reform implementation and progress.

2. The "Investigation/Verification Project Team"
This team, comprised of external experts, has been established as an advisory body to the board of directors for the purpose of conducting necessary investigations and verifications based on the accident investigation reports, clarifying issues and strengthening accident preventive measures. This organization will be operated integrally with the "Nuclear Reform Monitoring Committee".

3. Under the supervision of the "Nuclear Reform Monitoring Committee", the "Nuclear Reform Special Task Force" led by our president has been established in order to reform the existing safety culture, safety measures, disaster prevention measures, risk/crisis control protocol, information disclosure and risk communication. The "Secretariat of the Nuclear Reform Special Task Force" has also been established directly under the president to support prompt and powerful reform implementation.
