Compensation Provided According to the Redefined Evacuation Zone (Former Emergency Evacuation Preparation Zone, etc.)

We deeply apologize to the people of Fukushima and broader society for the tremendous amount of inconvenience and anxiety caused by the accident at Fukushima Daiichi and Daini Nuclear Power Stations (hereafter referred to as "the accident").

Based on "The Second Supplement to the Interim Guidelines for the Scope of Nuclear Damages due to the Accident at Fukushima Daiichi and Daini Power Stations" which was decided at the Dispute Reconciliation Committee for Nuclear Damage Compensation on March 16, 2012 and the "Compensation criteria in accordance with the redefined evacuation zone" announced per government policy on July 20, 2012, our compensation will now cover the former emergency evacuation preparation zone, the former indoor shelter zone, part of Minami-Soma city*1 and the special evacuation spots. The details are provided as follows.

1. Compensation covering the repair and cleaning costs for the houses etc. owned by the individuals or private business owners in the former emergency evacuation preparation zone, the former indoor shelter zone, part of Minami-Soma city and the special evacuation spots.

Compensation will be provided to cover the repair and cleaning costs for the registered houses which existed in the former emergency evacuation preparation zone, the former indoor shelter zone, part of Minami-Soma city and the special evacuation spots at the time of the accident.

-Costs eligible for compensation coverage
Repair and cleaning costs necessary to recover the damages of houses etc. caused by the inability to maintain them during evacuation due to the accident.

-Eligible individuals
Individuals and private business owners who own registered houses in the specified areas and paid repair/cleaning costs eligible for compensation coverage.

-Compensation period
Repair/cleaning costs paid during the period from the accident to March 31, 2013 are eligible for compensation. In the case that repair and cleaning costs are incurred after the specified period, those applying for compensation will be contacted separately.

-Compensation amount
To a reasonable degree, repair/cleaning costs deemed necessary to recover from damages to houses etc. caused by the inability to maintain them during evacuation due to the accident will be paid out as compensation. As for the repair/cleaning costs of houses, a standard amount of 300,000 yen (fixed amount) will be paid out.

2. Adoption of all-inclusive compensation application
(1) For individuals
The "all-inclusive compensation application" allows those afflicted by nuclear damage to receive a large amount of compensation up-front (all the compensation money to be paid during a certain period of time is included in a single payment) in order to allow for a swift restoration back to a normal lifestyle and establish a foundation for long-term sustainability. The types of damages and compensation amounts vary depending on the area as follows. A regular application is available for those who do not wish to select the all-inclusive compensation application. As for the loss of life and physical damages, individuals applying for compensation will be contacted separately to determine the compensation amount as it is difficult to set the fixed amount of compensation to be paid during a certain period of time.


* The all-inclusive compensation application for the special evacuation spots is in accordance with the "Compensation Provided According to the Redefined Evacuation Zone (Within the Evacuation Zone)" announced by TEPCO on July 24, 2012.
* For those who live outside the evacuation zone and previously worked in the evacuation zone or the former emergency evacuation preparation zone, the compensation for the inability to work will be paid according to the zone where the previous work place was located.

(2) For private business owners and small/medium-sized business entities*2
The "all-inclusive compensation application" is also applicable to private business owners and small/medium-sized business entities that conducted business in the evacuation zone (the compensation period and amount varies depending on the area and type of business). The "special effort" (as mentioned in the press release issued on June 29, 2012) is taken into account when calculating the lost income during the compensation period.

For private business owners and small/medium-sized business entities who wish to restart their businesses in their original locations, additional compensation will be provided to cover the necessary costs. Compensation will also be adequately provided even after the compensation period ends in the case of damages due to harmful rumors, etc.

3. Compensation for emotional distress suffered by those who returned home early
For those who returned to the specified areas early or who remained in these areas (did not evacuate), 100,000 yen (per month) will be paid per person for the time period in which compensation has not been paid for the emotional distress suffered.

4. Dispatch and acceptance of application forms
- As for the compensation for repair/cleaning costs (section 1 above), the application forms will be sent out on July 31, 2012 (acceptance of application forms will start on the same day). If you wish to apply for the compensation, please call the "Compensation Call Center" below.
-The details of the dispatch and acceptance of application forms for other types of compensation will be announced separately. The application forms used for the "all-inclusive compensation application" targeting private business owners and small/medium-sized business entities in businesses other than agriculture and forestry are scheduled to be accepted from September 2012. The application forms used for the "all-inclusive compensation application" targeted for those who returned home early (section 3 above) are planned to be accepted sometime during August 2012.

*1 Part of Minami-Soma City
Area specified as the "area where the local government instructed the residents to temporarily evacuate" in the "Interim Guidelines for the Scope of Nuclear Damages due to the Accident at Fukushima Daiichi and Daini Power Stations".

*2 Small/medium-sized business entities
Business entities whose capital or investment amounts are 100 million yen or less. Except for those cases where business entities related to other business entities or mutual companies whose capital or investment amounts are 500 million yen or more and public interest business entities whose base year income from business operations is 300 million yen or more.
