We sincerely apologize to the people living in the surrounding areas of the nuclear power stations and the broader society for the inconvenience and anxiety that have arisen on account of the accident at Fukushima Daiichi and Daini Nuclear Power Stations (hereinafter referred to as "the accident").
We have been making every effort to compensate those who have been afflicted by the accident in a swift and fair manner under the framework of the Nuclear Damage Compensation Scheme that includes the Nuclear Damage Liability Facilitation Fund Law. Today, the fourth compensation application forms will be sent out (Application term: March 1 to May 31, 2012), based on the "The Second Supplement to the Interim Criteria Guidelines for Determining the Range of Nuclear Damages due to the Accident at TEPCO Fukushima Daiichi and Daini Nuclear Power Stations" (hereinafter referred to as "the second supplement") which was decided at the Dispute Reconciliation Committee for Nuclear Damage Compensation on March 16, 2012. We apologize for inconvenience caused by the delayed dispatch.
As for the compensation measures related to the second supplement, further details will be announced upon gaining agreement among relevant parties.
1.Revision related to compensation application from individuals
(1)Revision to the calculation method of lost salaries (in consideration of "special effort")
As for the "lost salaries", the difference between the salary which would have been earned if the accident did not occur and the actual salary currently earned is covered as compensation. However, in accordance with the second supplement and the revision to the Mandatory Evacuation Order Area*1, a certain portion of the actual salary earned in a temporary job will be deemed as "special effort" and not subject to a deduction from compensation amount. The details are provided below.
- Eligible individuals
Those who worked or lived in the Designated Evacuation Zone*2 at the time of the accident and received salary from new employer after March 1, 2012.
- Compensation amount
During this application term, salary received from new employer which is less than 500,000 yen per month shall not be subject to a deduction from the compensation amount as lost salary.
(2)Revision to the compensation for mental damage of those who lived in the former evacuation preparation area
Based on the second supplement, nuclear victims who had the main residence in the former evacuation preparation area will be eligible for receiving 100,000 yen per month (per person) as compensation for mental damage, regardless of whether or not the individuals actually evacuated and the duration of evacuation.
(3)Compensation for medical check-up and radiation exposure test (for people only) fee
With the "Fukushima Health Management Survey "which started on March 1, 2012, medical check-ups and radiation exposure tests have become free of charge. The medical check-up/radiation exposure test fees incurred before March 1 (the third application period) will be covered by compensation.
2.Dispatch and acceptance of application form
The fourth application form will be dispatched to those who agreed on the contents of the third application on June 29, 2012 (the acceptance of application forms will start on the same day). The fourth application will be in the same format as the third.
For those who have not agreed on the contents of the third application, a direct mail will be sent out to announce the commencement of the fourth application.
We request those who apply for the first time or have changed the address to contact the "Compensation call center" below.
3.Others
- The information on the compensation for business entities and individual business owners who operate their business entirely or partially in the evacuation area (including farmers) will be announced separately.
- For business entities and individual business owners operating their business entirely or partially in the evacuation area who have agreed on the contents of compensation described in the attachment, application forms in a format which does not specify the compensation term (3 - 12 months) on June 25, 2012 (the acceptance of application forms will start on the same day).
- Further announcement will be made on the compensation for loss or depreciation of valuables (real estate, etc.) of individuals, individual business owners and business entities.
- Further announcement will be made on the compensation for mental damage (covering the time period before March 1, 2012) of individuals who returned to the former evacuation preparation area early or did not evacuate.
*1 Evacuation Order Area: (1) Evacuation Area and (3) Planned Evacuation Area that are defined in Clause 3 "Damages Arising from the Government Instructions for Evacuation etc." of the "Interim Criteria Guidelines for Determining the Range of Nuclear Damages due to the Accident at TEPCO Fukushima Daiichi and Daini Nuclear Power Stations" (Including "zone where residents cannot return for a long time", "zone with restricted entry" and "zone in preparation for having the evacuation order lifted").
*2 Designated evacuation zone: Defined by Clause 3 "Damages Arising from the Government Instructions for Evacuation etc." of the "Interim Criteria Guidelines for Determining the Range of Nuclear Damages due to the Accident at TEPCO Fukushima Daiichi and Daini Nuclear Power Stations", against which the government gave instructions to evacuate.
