Report to the Nuclear and Industrial Safety Agency regarding insufficient maintenance and control for measuring control
facilities of the plants under long-term shutdown at the Kashiwazaki-Kariwa Nuclear Power Station
 
TEPCO has voluntarily settled additional inspections regarding the 
measuring facilities of Units 2, 3 and 4 of the Kashiwazaki-Kariwa Nuclear 
Power Station which are under long-term shutdown, and has set an aim (every 
27 months, every 34 months) for this administration in August 2009. We have 
made an investigation into the major facilities of Units 2, 3 and 4, and 
found out that for many measuring facilities their supposed additional 
inspection was overdue.

Regarding this matter, on March 9, 2012, we have received an instruction document "Responding to insufficient maintenance and control for measuring control facilities at Kashiwazaki-Kariwa Nuclear Power Station, Tokyo Electric Power Company" from the Nuclear and Industrial Safety Agency (NISA) of Ministry of Economy, Trade and Industry, and have prepared for a prompt reply. (Provided as a press release on March 9, 2012) Among the Main measuring facilities, we have inspected all 93 measuring facilities classified as (A) in the chart above, and confirmed that all facilities either 'had no problem in function' or 'had no effect to the safety of the plant', and today we have reported this to the NISA.

5 measuring facilities that were evaluated as ''no effect to the safety of the plant' (1 at unit 1, 2 at unit 3 and 2 at unit 4) among the 8 were all the same type flow rate measuring facilities. Since they require exchanges of certain expendable supplies for inspection, it is difficult to make inspection by dismantling them, but since its structure does not allow significant margins of error, we are inspecting and confirming the health of them by daily patrols since the latest dismantle. We will continuously look into the measuring facilities and inspect on whether there are facilities that are not planned to be inspected when they should be, or facilities that have passed their supposed inspection time, and report to NISA by April 9, 2012.
