Regarding start of reparation payouts for losses due to Voluntary Evacuation
  We sincerely apologize to the people living in the surrounding areas of 
the power station and broader society for the concern and anxiety that has 
arisen on account of the accident at Fukushima Daiichi and Daini Nuclear 
Power Station (the "Accident"). 
 
Currently we are making our utmost efforts to achieve fair and prompt 
payments of due compensation under the framework for Nuclear Damage 
Compensation including the Bill for Nuclear Damage Compensation 
Facilitation Corporation. Based on "Supplement to the Interim Guideline 
on Criteria for Determining Nuclear Damage due to the Accident at Fukushima 
Daiichi and Daini Nuclear Power Stations (Damages Arising from the Voluntary 
Evacuation etc.)" (the "Supplement to the Interim Guideline") drawn up by 
the Dispute Reconciliation Committee for Nuclear Damage Compensation on 
December 6, 2011, we will compensate losses due to Voluntary Evacuation in 
accordance with the guideline stated as below. 
Further those who evacuate from the evacuation zone*1 to the voluntary 
evacuation zone*2 on March 11 are eligible to apply for it at the third 
round of permanent indemnification period. Detail flow for the request 
will be separately announced. 
 
1.The person applicable for the compensation (refer to Appendix1) 
Those who had residences and had lived in the voluntary evacuation zone as 
of March 11, 2011. 
 
2.Outline of compensation 
(1) The amount of compensation 
i) Fixed Compensation 
ii) Compensation for the extra expenses due to the evacuation during the applicable period The household including person of 18 and under, pregnant woman during the period seemed to cost a great deal due to the evacuation, so if 18 and under, pregnant woman during the period underwent voluntary evacuation*3 we will pay additional 200 thousand yen to the above 400 thousand yen. (2) The damages applicable for the amount of compensation We will compensate in the following damages within a certain range (a) In case of voluntary evacuation · the additional living expenses occurred by the voluntary evacuation · the psychological distress occurred by the voluntary evacuation and that hindered the maintenance and continuation of normal daily life in the considerable degree · the moving expenses occurred by evacuation and returning home (b) In case of staying in the applicable area for the voluntary evacuation and so on · the psychological distress occurred by the fear and anxiety about radioactive exposure and restriction on the freedom of action and so on, and that hindered the maintenance and continuation of normal daily life in the considerable degree · the additional living expenses, if any, occurred by the fear and anxiety about radioactive exposure and restriction on the freedom of action and so on 3. schedule We will start sending out the application forms from March 5, 2012 and will be open to application forms from March 9, 2012. We will make best effort to start paying from late March 2012. 4. Billing method (see the Appendix 2 displaying the flowchart) We will send billing forms to those who had registered as residents of the municipality in the voluntary evacuation zone as of March 11, 2011. The billing forms will list the name and the address at the time of the accident. We kindly request those people to put their signatures, their seals and the bank accounts for the remittance in the forms and then send the forms back to our company. As for those who had not registered as residents of the abovementioned zone, we will set out with sending the billing forms to those people. We kindly request those people to contact Fukushima Nuclear Compensation Office (Voluntary Evacuation Helpline) listed at the sentence end. 5. Compensation Structure Approximately 7,600 people mainly consisting of Tepco members (about 3,100 people) are working on the compensation affairs at the moment. The staff size will increase to approximately 13,100 people (peak time) including Tepco members of about 3,300 people for the compensation related to voluntary evacuation. Furthermore, Voluntary Evacuation Helpline will be set up in Fukushima Nuclear Compensation Office as of February 28, 2012. *1 evacuation zone: the area which has been defined by "Clause 3: Damages Arising from the Government Instruction for Evacuation etc." stipulated in the "Interim Guideline on Criteria for Determining Nuclear Damage due to the Accident at Fukushima Daiichi and Daini Nuclear Power Stations" and against which the Government issued instructions of evacuation etc. *2 voluntary evacuation zone: the municipalities in Fukushima Prefecture which has been defined by "Clause 2: Damages Arising from the Voluntary Evacuation etc." stipulated in the Supplement to the Interim Guideline (Fukushima City, Nihonmatsu City, Date City, Motomiya City, Kuwaori Town, Kunimi Town, Kawamata Town, Otama Village, Kohriyama City, Sukagawa City, Tamura City, Kagamiishi Town, Tenei Village, Ishikawa Town, Tamagawa Village, Hirata Village, Asakawa Town, Furudono Town, Miharu Town, Ono Town, Souma City, Shinchi Town, Iwaki City) except evacuation zone. *3 voluntary evacuation: evacuation not under the government instruction etc. of evacuation etc. ------------------------------------------------------------------------ <Contact Info for Nuclear Accident Damage Claims> Fukushima Nuclear Compensation Office (Voluntary Evacatuon Helpline) Telephone: 0120-993-724 Time: 9:00 am to 9:00 pm ------------------------------------------------------------------------ Appendix 1: Persons eligible for compensation (PDF 94.6KB) Appendix 2: Flowchart of Compensation (PDF 13.7KB)
