In accordance with the "Action plan to promote reform" (announced on Dec.
9, 2011), Nuclear Damage Liability Facilitation Fund and Tokyo Electric
Power Company are discussing the most appropriate approach to curb peak
demand by using smart meters, and as part of an innovative procurement for
full-scale installation of smart meters, we are planning to widely invite
proposals for the specification of smart meters from domestic and foreign
suppliers.
Specifically, for the each part of metering and communications of smart
meters, we will welcome comments regarding the current specification to
reflect domestic and international views and to optimize the specification
(RFC: Request For Comment). In relation to the part of metering, we will
disclose the optimized specification to call for a bid. For the part of
communications, we will define new basic specification describing the
requirements for communication functions, before entering into an ordering
process.
In addition, by reflecting the results of the meeting of the "Smart House
Standardization Study Group" in the Japan Smart Community Alliance
(summarized on Feb. 24, 2012) to the specification, we will define the
specification to maximize the potential of technological scalability for
promoting information interoperability with HEMS (Home Energy Management
System).
As part of a process of inviting proposals for the specification of smart
meters, we will hold a "briefing session for inviting proposals for the
specification of smart meters (the part of metering)" as follows.
If you are interested in attending the briefing session, please see the
following and appendices, and apply for the session before closing date.
For your information, with regard to the part of communications, we will
post the current basic specification on our website around the middle of
March to gather comments.
* We will receive comprehensive comments or proposals related to both part
of metering and communication, in the both process above mentioned, and
will discuss the optimization of the specification.
