Regarding start of reparation payouts for vehicles in the "no-go zone"
We sincerely apologize to the people living in the surrounding areas of
the power station and broader society for the concern and anxiety that has
arisen on account of the accident at Fukushima Daiichi and Daini Nuclear
Power Station. 

Currently we are making our utmost efforts to achieve fair and prompt
payments of due compensation under the Nuclear Disaster Compensation Bill
and Nuclear Compensation Scheme. At this time, as part of the compensation
payouts to be applied to "Lost Valuables or Possessions that have
Decreased in Value", we would like to inform you that a portion of the
vehicles located inside the no-go zone*1 will be eligible for compensation.
In addition, as soon as it is possible, we will release an announcement
concerning those cars,*2 land, houses, buildings, and household effects
that will not be eligible.

1.Cars to be compensated
  Among the vehicles in the no-go zone today (except motorcycles and
  special vehicles), cars to be compensated are those that fall under one
  of the following.
  (1). Cars that have become inoperable due to lack of maintenance as they
       were unable to be accessed since they were in the established no-go
       zone.
  (2). Cars unable to be transported outside of the no-go zone due to
       radiation dosage levels exceeding the reference value.
  (3). Cars whose registration has been permanently revoked under the MLIT
       special measure*3 per a declaration by the owner affirming their
       lack of intention to ever use or transfer the ownership of said
       vehicle again.
 However, vehicles damaged by the tsunami or earthquake are not eligible.
 Furthermore, vehicles falling under the above 1) or 2) are required to
 have their registration permanently revoked per the special measure of
 the Ministry of Land, Infrastructure and Transport.

2.Persons Eligible for Compensation.
  The owner of the vehicles mentioned above.
  However, the user of a vehicle should file a claim in the case that the
  owner of the vehicle is different from the user as the owner purchased
  the vehicle with a car loan. In this case, the unpaid balance of the car
  loan will be paid first to the car loan company out of the calculated
  amount of the compensation.

3.The criteria of the compensation.
  Based on "the interim guidelines governing nuclear disaster compensation
  due to the accident at Fukushima Daiichi and Daini Power Stations" drawn
  up by the Dispute Reconciliation Committee for Nuclear Damage
  Compensation, we will compensate vehicle prices and reasonably required
  expenses.
  As for vehicle prices, a third party institution which has know-how in
  the appraisal of vehicle prices will calculate the purchase cost of an
  equivalent vehicle on the used car market as of March 11, 2011 (the
  termination date of the lease agreement in case of a leased vehicle),
  based on the vehicle information listed on the claim documents and the
  necessary evidence.
  The ownership of the vehicles will not be transferred and we kindly
  request the owners to continuously have and hold their vehicles in the
  no-go zone, since the disposal handling procedures for contaminated
  vehicles is unclear at the moment.

4.Sending of billing documentation, etc.
  As we will begin receiving requests from today concerning the billing
  documentation, we would appreciate if you could contact the "Fukushima
  Nuclear Compensation Office (Call Center)" listed at the end of this
  document. For those who had been living within the no-go zone and have
  filed compensation claims with us, we will send the relevant information
  (direct mail) to the registered address. (For standard procedures,
  please see the appendix.)

*1 No-go Zone
   The area which is defined by "Clause 3: Damages Arising from the
   Government Instruction for Evacuation etc." stipulated in the "Interim
   Guideline Concerning the Nuclear Damage due to the Accident at
   Fukushima Daiichi and Daini Nuclear Power Stations" and against which
   the Government issued instructions of general no entry or deportation
   in accordance with the "Act on Special Measures Concerning Nuclear
   Emergency Preparedness" (the area within 20 km of Fukushima Daiichi
   Nuclear Power Station, TEPCO).
*2 As for the car types not eligible for this compensation or the cars
   transported outside of the no-go zone, we will send the information at
   a later date.
*3 Special Measures by the Ministry of Land, Infrastructure, Transport &
   Tourism (MLIT): The measures according to the MLIT Notification
   "Registration Cancellation Concerning the Cars within 20 km of
   Fukushima Daiichi Nuclear Power Station" (MLIT No.55, June 9, 2011)
