Based on the Ordinance of the Ministry of Economy*1, Trade and Industry
(METI), the Tokyo Electric Power Company has submitted a maintenance plan
report regarding the 16th maintenance cycle*2 for Unit 1 of Kashiwazaki-
Kariwa Nuclear Power Station to the METI.
The maintenance plan of Unit 1 was stipulated in the safety regulations*3
with the implementation of an inspection system to enhance the preservation
activities for the nuclear power facilities, and describes the inspection,
replacement, and reconstruction plans of the facilities, and safety
management for periodic inspections with a 13-month operations period.
In order to continue monitoring the aftereffects of the Niigata-Tyuuetsu-
Oki Earthquake that occurred on July 16, 2007, we periodically conducted
data sampling of the main parameters of the plant's operations. Although
the results confirmed no significant changes compared to the pre-earthquake
data, we are implementing a fatigue assessment as a special maintenance
schedule planned during the time of the 16th periodic inspection. Moreover,
we are also conducting a non-destructive inspection of the parts that were
estimated to have not been affected by the earthquake, and are making
inspection plans of the facilities which were estimated to not have
affected the functions even though little effect was confirmed at the time
of the earthquake.
While we have been putting all of our efforts into securing the safety of
the station as a top priority, we are also implementing preventative
countermeasures such as inspection restoration works, seismic strengthening
works, and tsunami protection measures against disasters. We will enhance
the preservation activities for the facilities of the nuclear power station
to improve the reliability of the whole plant.
*1 Ordinance of the Ministry of Economy
The ordinance was enforced on January 1, 2009. It was based on the partially
revised Ordinance for the Enforcement, Electricity Business Act, following
the partial revision of regulations regarding the installation and operation
of the practical power reactor. The main revisions are as follows:
- The clarification of items to be mentioned in the Safety Regulations.
(distinguish the items to be mentioned in the Safety Regulations for the
Facilities for Nuclear Power Generation from items for other Electric
Facilities for Business Use, and report them respectively, Article 50)
- Enhancement of preservation activities (report of maintenance plans,
thorough preventative maintenance, Article 50, Article 94-3)
- Schedule optimization of periodic inspections (Article 91)

The period from the start date of the 16th periodic maintenance to the day
before the start date of the 17th periodic maintenance.
*3 Safety Regulations
Based on Article 42, the Electricity Business Act, a person who installs
Electric Facilities for Business Use notifies METI of safety regarding
construction, operation, and the maintenance of Electric Facilities for
Business Use.
Safety Regulations are established for each type of Electric Facility for
Business Use (except Nuclear Power Generation facilities) and Electric
Facilities for Business Use (Nuclear Power Generation facilities).
Maintenance plans have been established for each plant which starts periodic
maintenance from April 1, 2009 as the Appendix of Safety Regulations
(Electric Facilities for Business Use (Facilities for Nuclear Power
Generation))
