We, Tokyo Electric Power Company, received the directive* on "Collection
of Reports installment of alternative cooling and filtering system of
Spent Fuel Pool of Unit 2 of Fukushima Daiichi NPS" from Nuclear and
Safety Industry Agency of Ministry of Economy, Trade and Industry (METI)
today.
Pursuant to the direction above, we will promptly summarize and submit a
report with regards to the installment of alternative cooling and
filtering system of Spent Fuel Pool of Unit 2 of Fukushima Daiichi NPS
for its effectiveness of stable cooling of spent fuel in the spent fuel
pool and safety to NISA.

Regarding Collection of Reports installment of alternative cooling and
filtering system of Spent Fuel Pool of Unit 2 of Fukushima Daiichi NPS

In order to check the adequacy of the temporary measures as per article
64-1 of Act on the Regulation of Nuclear Source Material, Nuclear Fuel
Material and Reactors (Act No. 166 of 1957) that your company does, our
ministry orders your company to report on below matters by May 21st, 2011
per Article 67-1 of Act on the Regulation of Nuclear Source Material,
Nuclear Fuel Material and Reactors (Act No. 166 of 1957)
If you disagree with this disposition, you may raise an objection with
the Minister of Economy, Trade and Industry within sixty days from the
day following the date when you learnt that the disposition was made under
Article 6 of Administrative Dissatisfaction Inspection Act (Act No. 160 of
1962). However, you may not raise an objection after one year has passed
since the day following the date of the disposition even if it falls
within sixty days from the day following the date when you learnt that the
disposition was made.
Based on provision Administrative Case Litigation Act (Act No. 139 of
1962), you may file an action for cancellation of the disposition against
the national government (representative; the Minister of Justice) after a
decision is made on the aforementioned objection, within six months from
the day following the date when you learnt that the decision was made.
However, you may not file an action for cancellation after one year has
passed since the day following the date of the decision on the objection
even if it falls within sixty days from the day following the date when
you learnt that the decision was made.
If one of the following events happens, you may file an action for
cancellation of the disposition without having to wait for a decision on
the aforementioned objection: (i) no decision has been made even after
three months have passed since the day following the date when you raised
the objection, (ii) there is an urgent necessity in order to avoid any
considerable damage that would be caused by the original administrative
disposition, the execution of the original administrative disposition or
the continuation of any subsequent procedure, and (iii) there are any
other justifiable grounds not to obtain an administrative decision.
About installation of the alternative cooling and filtering system of
Spent Fuel Pool for Unit 2 of Fukushima Daiichi Nuclear Power Station
("ACF System"), plan related to installation, the effect of stable
cooling of spent fuel in the Spent Fuel Pool and safety evaluation
listed below.
(1) Strength of the structure and earthquake-resistance safety of
facilities constituting the ACF System
(2) The cooling capacity of the ACF System
(3) Countermeasures for leakage of cooling water from the ACF System
(4) How to keep the alternative cooling capability when the ACF System
loses its function
(5) Measures for protection from radiation related to installation and
operation of the ACF System
(6) Operation and maintenance of the ACF System
(7) Any other matters necessary to evaluate safety related to the
installation of the ACF System
