Summery of the results of the investigation regarding tsunami generated by
Tohoku-Taiheiyou-Oki-Earthquake which arrived in Fukushima Daiichi Nuclear
Power Station and Fukushima Daini Power Station are as follows.
At Fukushima Daiichi Nuclear Power Station, on the ocean-side of the main
building area, inundation with inundation height of approximately
O.P. + 14 to 15 meters (inundation depth approximately 4 to 5 meters)
occurred in most of the area. At Fukushima Daini Nuclear Power Station,
inundation with inundation height of approximately O.P. + 6.5 to 7
meters occurred in the ocean-side areas, however, only surrounding areas
of Unit 1 and 2 buildings and the south side of Unit 3 building was
inundated within the main building area.
Accordingly, we have confirmed that the impact of tsunami was relatively
larger in Fukushima Daiichi Nuclear Power Station than Fukushima Daini
Nuclear Power Station.
(Announced on April 9th,2011)
We reported the results to Nuclear and Industrial Safety Agency on April
9th,2011. Today, we received the order paper from Nuclear and Industrial
Safety Agency that requires conducting more specific analysis and
evaluation on tsunami which arrived in Fukushima Daiichi Nuclear Power
Station and Fukushima Daini Nuclear Power Station.
In our opinion, we will follow this paper, arrange data on trace of
tsunami inside and outside of Fukushima Daiichi Nuclear Power Station and
Fukushima Daini Nuclear Power Station, analyze the particularity of
tsunami and influence from tsunami on both power stations, and report the
results to Nuclear and Industrial Safety Agency.
*Instruction
"Next Action based on Results of the Investigation regarding Tsunami
generated by Tohoku-Chihou-Taiheiyo-Oki Earthquake which arrived in
Fukushima Daiichi Nuclear Power Station and Fukushima Daini Nuclear Power
Station (Order)"
On April 9th, Report on results of the Investigation regarding Tsunami
generated by Tohoku-Chihou-Taiheiyo-Oki Earthquake (hereinafter called
"this earthquake") which arrived in Fukushima Daiichi Nuclear Power
Station and Fukushima Daini Nuclear Power Station were submitted to
Nuclear and Industrial Safety Agency.
According to the report, from the investigation regarding tsunami trace of
both power stations, in Fukushima Daiichi Nuclear Power Station, in almost
all the area with nuclear reactor building and turbine building, the
inundation height is approximately O.P. + 14 to 15 meters. In Fukushima
Daini Nuclear Power Station, in the east-side area, the inundation height
is approximately O.P. + 6.5 to 7 meters and in the south-side area, the
inundation height is approximately O.P. + 14 to 15 meters
We, Nuclear and Industrial Safety Agency (hereinafter called "NISA") have
judged that specific analysis and evaluation on tsunami with re-creation
calculation in both power stations based on results of the investigation
regarding tsunami generated by this earthquake are necessary.
That is why NISA requires TEPCO to analyze and evaluate the things as
below, and to report by July 8th, 2011.
In addition, it is necessary for research and review for the things as
below to be implemented in consideration of radiation influence to workers.
*Remark
1. Data arrangement on tsunami trace inside and outside of the power
station site
In order to analyze the particularity and the influence of tsunami to both
stations, it is necessary to record and arrange the data on tsunami trace
as precisely as possible. The detail is as follows:
-improvement on accuracy to estimate the height of tsunami and inundation
area
-movement of the bottom of the ocean floor in front of the power station
site
-ground deformation under the power station site (ground subsidence)
-Situation of floating wreckage (size, weight, distance)
-Damage situation in buildings and civil engineering structure (including
inundation)
2. Analysis of particularity and influence of tsunami to both power
stations
In addition to re-creation calculation of tsunami, based on the results,
it is necessary to analyze particularity and influence of tsunami
generated by this earthquake to both power stations. The detail is as
follows:
-analysis on the direction that tsunami came from, inundation channel and
process inside the power station site
-analysis on influence to the facility by tsunami (influence from leading
wave and stern wave and from floating wreckage)
-analysis on the water channel in case the nuclear reactor building and
turbine building are inundated and on influence to importance facility
with regard to seismic safety
[Glossary]
-Inundation height
Height of vestige such as discolored area and remains left on buildings
and facilities, measured from the base level. (See drawing below.)
-Inundation depth
Height of vestige such as discolored area and remains left on buildings
and facilities, measured from the ground level. (See drawing below.)
-Inundation area
Area inundated with tsunami. (See drawing below.)
-O.P. (Base level of Onahama Port construction)
Base level which is 0.727 meters below T.P. (Tokyo Bay mean sea height).
