The Tokyo Electric Power Company, Inc. (TEPCO) today received approval from
the Minister of Economy, Trade and Industry to apply the Photovoltaic Power
Promotion Surcharge ("PV surcharge") on all customer electricity bills from
April 1, 2011 under "The Excess Electricity Purchasing Scheme for photovoltaic
power." TEPCO submitted a request for approval concerning the definition of
supply conditions outside the scope of general supply agreements on January
20, 2011, and the request was approved as is.
With respect to wheeling service agreement, TEPCO also submitted a special
authorization request concerning the application for the PV surcharge on
January 20, 2011. The authorization was granted today for wheeling service
agreement as requested.
The Excess Electricity Purchasing Scheme for photovoltaic power was launched
on November 1, 2009, pursuant to the Law on the Promotion of the Use of
Nonfossil Energy Sources and Effective Use of Fossil Energy Materials by
Energy Suppliers and other related laws (hereinafter "the laws").
The cost to purchase surplus electric power from solar power plants under
this scheme is to be borne by all electricity users, including those
receiving a supply of high-voltage or special high-voltage electricity, in
the form of a "Photovoltaic Power Promotion Surcharge." The supplier must
calculate the PV surcharge amount for individual customers according to their
electricity usage, based on the PV surcharge rate calculated every year
pursuant to agreements of the laws. This amount will be added to monthly
electricity bills.

Here is the PV surcharge rate for FY 2011 (applicable to bills for April
2011 to March 2012) decided through deliberation by the Purchase System
Subcommittee (a joint subcommittee of the New and Renewable Energy
Subcommittee and the Electricity Industry Committee of the Advisory Committee
for Natural Resources and Energy), which acts as an advisory body of the
Minister of Economy, Trade and Industry.
