Signing of Loan Agreement for Paiton Thermal Power Plant Expansion Project
The Tokyo Electric Power Company, Incorporated ("TEPCO") hereby announces that PT 
Paiton Energy ("PE"), a project company of the Paiton I thermal power plant project, 
jointly owned by IPM Eagle LLP (a partnership of International Power plc and Mitsui 
& Co., Ltd ("Mitsui")), Mitsui, PT BHP and TEPCO, has signed a loan agreement totaling 
1.2 billion US dollars with Japan Bank for International Cooperation and eight commercial 
banks to finance the Paiton thermal power plant expansion project (the "Project") .

In order to meet an increasing demand for electricity in Indonesia, P.T. PLN (Persero) 
("PLN"), a state-owned electricity company, announced a limited tender to develop 
the Project in February 2007, and PE and PLN signed the Power Purchase Agreement 
("PPA") in August 2008 (as announced in TEPCO's press release dated August 4, 2008).

The Project is to build, own and operate a new 815MW super-critical thermal power 
plant at the Paiton Complex located about 150 km southeast of Surabaya. Construction 
began in August 2008 and has been making steady progress. TEPCO has been supporting 
the quality and schedule controls of the construction. The electricity generated 
will be sold to PLN under a 30-year PPA. This will commence after the commercial 
operation date, which is targeted for April 2012. The total project cost is expected 
to be about 1.5 billion US dollars. 

In June 2005, TEPCO started its IPP business in Indonesia, which marked the first 
entry of a Japanese electric power company into the Indonesian market. TEPCO believes 
that the Project will provide stable returns on investment through the long-term PPA. 
TEPCO also believes that its participation will bolster the Project's implementation 
capacity by utilizing its much accumulated technical expertise and know-how and will 
contribute further to the development of Indonesia's power sector.

Along with these activities in Indonesia, TEPCO will seek further growth and expansion 
through other international consulting and construction endeavors.
