The Tokyo Electric Power Company, Inc. (TEPCO) today submitted the "Scoping Document
concerning the Environmental Impact Assessment for the Goi Thermal Power Station
Replacement Plan" (hereinafter "the Scoping Document") to the Minister of Economy,
Trade and Industry. The document explains survey, prediction and evaluation methods
to be used for evaluating the environmental impact of equipment replacement at the
Goi Thermal Power Station. Its copies were sent to the Governor of Chiba, the Mayor
of Ichihara, the Mayor of Chiba, and the Mayor of Sodegaura.
At the Goi Thermal Power Station, whose first unit started operation in June 1963,
Units 1 to 6 (generating a total output of 1,886MW) is in service currently. However,
over 46 years have passed since these facilities were built, and TEPCO plans to
replace them to cope with aged deterioration.
The plan involves decommissioning and removing the current power generation facilities
in Units 1-6 and installing a group of state-of-the-art LNG thermal power generation
facilities consisting of three units. The power station will introduce a combined-cycle
power generation system called "MACC II," which delivers the world's highest thermal
efficiency of about 61% with its gas turbine combustion temperature of 1,600°C. The
installation of MACC II is also planned in the Kawasaki Thermal Power Station in line
with the "Installation Plan for the Kawasaki Thermal Power Station Group 2 Units 2
and 3" (under environmental impact assessment process).
Pursuant to Article 7 of the Environmental Impact Assessment Law, this Scoping
Document will be made available for public inspection from January 26 to February
25 at administrative agencies listed in the Appendix and the Goi Thermal Power
Station in order to solicit public comments.
TEPCO will steadily carry out the plan according to instructions by the Ministry of
Economy, Trade and Industry and other authorities, while listening to opinions of
local people.
