Tokyo Electric Power Company (TEPCO) and CECIC Wind Power (Xinjiang) Co., Ltd. [Note 1],
a Chinese wind power generation corporation, entered into an agreement today
whereby TEPCO purchases the carbon credits to be produced by the Chinese company,
in the period between September 2007 (when the project is expected to start) and
December 2012, under the wind power generation CDM project [Note 2] in Wulabo of
Urumqi City in the Xinjiang Uygur Autonomous Region.
For this project, CECIC Wind Power (Xinjiang) Co., Ltd. constructs a wind
farm with a total capacity of 30MW (1.5 MW x 20 units) in the suburban area
of Urumqi City in the Xinjiang Uygur Autonomous Region and sells the generated
power to "Xinjiang Electric Power Company" [Note 3], a local electric power
company.
With this, a part of the electricity delivered by Xinjiang Electric Power
Company is replaced by the wind power generation, and the consumption of
fossil fuels is reduced. TEPCO plans to purchase a total of about 430,000
tons of the CO2 emission reductions as CERs during the period between
September 2007 (when the project is expected to start) and December 2012.
The details are described in the following sheet attached herewith.
The Government of the People´s Republic of China has approved this project
as a CDM project. TEPCO will take the necessary steps required for the generation
of CERs, after approval by the Japanese government of this as a CDM project
is granted.
TEPCO´s management has addressed measures to cope with global warming as
one of its top priority tasks. TEPCO continues to launch committed efforts
to cope with global warming at home and abroad by implementing various
measures to improve the efficiency in supplying and using electricity in
Japan and acquiring carbon credits through active cooperation in overseas
projects.

[Note 2] CDM: Clean Development Mechanism
A system under which developed nations and economies in transition
participate in projects in developing countries to reduce greenhouse
gas emissions (or increase carbon sequestration), and acquire credits
for emission reduction amounts. Along with JI (Joint Implementation)
and ET (Emissions Trading), this is one of the initiatives of the
Kyoto Mechanism. The Kyoto Mechanism is an economic mechanism, which
allows for more flexibility in greenhouse gas reductions as set forth
in the Kyoto Protocol in 1997.
[Note 3] Xinjiang Electric Power Company
An electric power company, which provides a consistent service of power
generation, transmission and distribution in the power grid network,
which consists of about 20 electric power distribution grids in Xinjiang
Uygur Autonomous Region.
