Special Measures for Customers Damaged by Heavy Rains due to Typhoon No. 14 Regarding Electricity Rates, etc.
Tokyo Electric Power Co. (TEPCO) announced on Friday that the company
filed with the Ministry of Economy, Trade and Industry its plan to set
the terms and conditions for supply of electricity (special measures
for the victims of heavy rains due to Typhoon No. 14) other than the
Rules for Supply of Electricity based on the provisos of Article 21 of
the Electricity Utilities Industry Law as the measures to relieve the
customers who were seriously damaged by the heavy rains caused by Typhoon
No. 14 on September 4.  The plan is approved today, and its details are
as follows.

<Applicable Customers>
The special measures are applied, upon their request, to the customers
who were damaged in the areas (Nakano Ward and Suginami Ward) where the
Disaster Relief Law was applied on and after September 4 as a result of
heavy rains caused by Typhoon No. 14 and in neighboring areas.

<Details of Measures>
1.One-month extension of due date:
 The due dates (30th day from the day following meter reading) of the
electricity rates for August (limited to those that are due and payable
on and after September 4), September and October 2005 are extended for
one month.

2.Exemption of electricity rates for the months during which electricity
  is not used:
If no electricity is used at all after the damage, such customers are
not required to pay electricity rates for the period not exceeding six
months following the month that includes the day of damage.

3.Exemption of cost of restoration work:
If customers cancel their contracts for supply of electricity without
using electricity at all from the day of damage and newly apply for
contracts for supply of electricity by the end of March 2006, such
customers are not required to pay to TEPCO the cost for supply of
electricity in principle.

4.Exemption of cost of temporary work:
If customers need temporary work for supply of electricity for
restoration of damaged places and apply for such temporary work by the
end of March 2006, such customers are not required to pay to TEPCO the
cost of temporary work.

5.Exemption of demand charge for equipment that is damaged and cannot be
  used:
If part of electrical equipment cannot be used due to the damage, the
demand charge for such equipment that cannot be used unless it is
restored is not required to pay for the period until the end of March
2006.

6.Exemption of cost of work to install meters, etc.:
In the case where the places of installation of service wires, meters,
etc. are changed and the applications for such work are filed by the end
of March 2006, the cost of the work is not required to pay to TEPCO in
principle but only for the first work.
