Yes, it was. In an atomic power plant, equipments and piping are intricately allocated. People have to check if there are any problems with a scale model of 1/10 the actual size before starting its construction.

It should be a big task to complete this model before constructing an actual atomic power plant.  
  Yeah, but it is very important in order to build a safer atomic power plant.
The exhibit is the engineering model produced between 1983 and 1988 for a plant layout and design in the Units No. 2 and No. 3, Mark II advanced reactor containment vessels, in the Kashiwazaki Kariwa Nuclear Power Station. The plant engineering model was used for various purposes from design to construction.
Enormous numbers of equipments and piping are allocated intricately in three dimensions. Many factors should be called into account when a plant is designed. Let alone allocating equipments efficiently, people have to plan spaces effectively for operations or maintenances and also consider procedure and efficiency of construction work.
